1008.1.8.4 States manually operated flush bolts or surface bolts are not permitted.

1008.1.8.5 States the unlatching of any door or leaf shall not require more than one operation.

Therefore, a dead-bolt plus the unlatching of any other device, even panic hardware, would constitute more than one operation.
